App4Mi is a contest sponsored by the city of Milan targeted to adult citizens and micro-enterprises to encourage the development of innovative tools based on the use of public data (open data – released by the City through a thematic portal http://dati.comune.milano.it), able to bring to light the value of public information.

The objective of App4Mi Contest is twofold:

  1. Stimulate the development of applications that facilitate access to public information assets of the Municipality of Milan increasing its transparency while intensifying the number and level of digital services for citizenship.
  2. Encourage the creation of new economic opportunities in the field of technological innovation.

The App4Mi project is divided into two parts:

  1. App4Mi Contest, a competition open to all adult individuals and micro-enterprises.
  2. App4Mi Open Campus, a program of training sessions, dedicated to developers, designers and small businesses.

In Milan, from May to July 2013, do not miss the appointments of the App4MOpen Campus, an intensive program of conferences and workshops with actors and specialists of the Digital Economy. The participation is free according to availabilitywith previous registration onwww.App4mi.it.

Rules of the competition of APP4MI

Introduction
App4Mi is a contest sponsored by the City of Milan (the promoter) open to adult citizens and micro-enterprises to encourage the development of innovative tools based on the use of public data (open data – released by the City through a thematic portal http:// dati.comune.milano.it dati.comune.milano.it), able to bring to light the value of public information.

The purposes of APP4MI Contest
The purpose of the competition is to provide recognition to individuals and small businesses who want to develop innovative solutions based on theOpenData of the City of Milan.

In this sense, the objective of App4Mi Contest is twofold:

  1. Stimulate the development of applications that facilitate access to public information assets of the Municipality of Milan increasing its transparency while intensifying the number and level of digital services for citizenship.
  2. Encourage the creation of new economic opportunities in the field of technological innovation.

Who can participate in APP4MI Contest?

  1. Those who can participate in the App4Mi Contest (hereinafter also referred to “the competition”) are adult individuals and micro-enterprises.
  2. Participation is not permitted to employees of the City of Milan, RCS MediaGroup,Digital Magics, the Sponsors of the competition and all their first-degree relatives.
    The contest runs through the international platform ChallengePost which has a community of more than 200,000 developers around the world.

How to join APP4MI Contest
In order to participate in the contest you must subscribe to the ChallengePost platform. The data will be collected directly by the company ChallengePostwhich thereforeis the holder of participants personal data and manages them in accordance to the Italian data privacy policies posted on the website challengepost.com/privacy.

The City of Milan as the Promoter will treat the data of the winners for the sole purpose of assigning the prizes and only for those data will be the holder of the treatment, in the terms described in the following section on data protection.

When to participate
The competition is open from 09.00 C.E.T. of 08/05/2013 to 18:00 C.E.T. of 01.09.2013

The Apps of APP4MI Contest
Competitors must develop applications that enable the aggregation and revision for any particular purpose of the datasets made available by the City of Milan on the portal http://dati.comune.milano.it. Third party data canalso be used but they must be accessible to the public and disclosed and no prevalent compared to the data of the Municipality of Milan.
The proposal must be accompanied by documentation showing its functional specifications. The package to be sent, which may be in Italian or English, should be composed of:

  • link to the functioning App
  • a document –possibly also multimedia – that describes the objectives, operation and characteristics
    The proposal submission must be made through the appropriate section of the website.

Characteristics of candidate applications
Applications participants must have the following characteristics

  • usable on mobile platform (iOS, Android, Windows Mobile, etc) or on a PC.
  • installed and used on devices without causing any type of malfunction.
  • free from any advertising content
  • accessible and downloadable free of charge for the duration of the competition and for the six months following the conclusion of the same.

Disclaimer
By entering the competition the entrant agrees that the Promoter cannot be held responsible for any loss, damage or expense of any nature sustained by the competitor.
The Promoter will exclude proposals, ideas and applications whose content violates intellectual property rights of third parties, is contrary to law, public order or morality, is propaganda vehicle of a political, trade union and / or religion, and of dubious morality and vehicle is offensive messages, including expressions of bigotry, racism, hatred or threat or otherwise injurious to human dignity.

It is understood that the winners undertake to guarantee and hold harmless the City of Milan from any harassment, obstruction, claim or dispute in any way by third parties that may arise regarding the use and exploitation of the Apps and hold exempt the City Milan from all costs and / or direct or indirect damages that may arise from any disturbances and / or claims by third parties.

The Promoter reserves the discretionary right to cancel or suspend the competition and the distribution of prizes if exogenous factors outside of its control will cause the technical and operationalinterruption. This Regulation is subject to Italian law.
Participation in the competition and submission of proposals involve the acceptance of the present rules.

At the time the competitor submits the proposal it grants to the City of Milan, the perpetual, non-transferable, non-exclusive right (in compliance with the legislation on the copyright) of the following: (1) to reproduce the contents of the proposal, ( 2) create derivative works from the proposal, and (3) disclose in any form, including public, the original contents of the proposal and those derived starting from the elaboration made by the Promoter.
The winning applications in the version released for participation in the competition, will be subject to a right of perpetual use by the City of Milan.
This does not preclude the possibility for the winners to use even for commercial purposes the same version of the Application.

EVALUATION OF PROPOSALS AND CRITERIA FOR IDENTIFYING WINNERS

The Jury
The proposals received will be reviewed by a panel of qualified experts, whose decision shall be deemed final. The aforementioned jury will be composed of a maximum of 15 members.
The Promoter reserves the right to replace or modify the jury at any time, for any reason.

Assessment Method
The jury will award a maximum score of 30 points, obtained by the award of a rating from 1 to 5 for each of the six criteria listed below to the proposals received and considered admissible:

  1. Creativity and originality
  2. Potential impact on residents, tourists and businesses in the city of Milan
  3. Commercial potential
  4. Quality in terms of design and user experience
  5. Performance and Stability
  6. Usability of different platforms on the market.

Special Awards
The City of Milan and the Sponsors shall have the right to set up special prizes which nature and award criteria will be published during the course of the competition on the portal App4Mi.

Verification of Potential Winners
All winners of the competition will be subject to verification by the Sponsor, whose decisions are final and binding in all matters relating to the competition. Potential winners must operate in continuous compliance with all the terms and conditions of this Rules.
The winners will be contacted by ChallengePost within 5 days of the works of the jury. The winners must send in the specified data, documents and statements, required and optional, within 5 working days.

If a potential winner of a prize cannot be contacted, or fails to return the affidavit of eligibility and liability within the required time period, or if the prize notification or the allocation were returned to the sender, the potential winner loses the prize . In the event that a potential winner of a prize is disqualified for any reason, the prize will be awarded to that in the special ranking score follows the winner disqualified.
In any case, competitors will be able to make claims against the Promoter in connection with participation in this competition and the non-selection of the proposal submitted.

Data protection
Pursuant to art. 4 – paragraph 1a. f) – Legislative Decree no. 196 2003 “Code concerning the protection of personal data”, the Data Controller is the natural person, legal person, public administration or any other organization, association and organization responsible, even in conjunction with to another controller, to whom compete decisions regarding the purposes and methods of the processing of personal data and the tools used, including the security profile.

As part of the competition App4Mi Contest, as indicated in paragraph 1 of the section “Who can participate in App4mi Contest”, they take pursuant to art. 28 of the “Code”, as Holders of the Privacy Challenge Post and the City of Milan with autonomous decision-making powers in the exercise of their respective powers and distinct functions and activities.

ChallengePost operates with autonomous powers the platform under the terms and conditions of use set out in this privacy policy on the site challengepost.com/privacy.

The processing of personal data provided during the registration to the platform even for the purposes of participation in the competition “App4Mi” or acquired for the same purpose, will therefore be made by the Company ChallengePost, Inc. as the owner of the independent processing of personal data.

Registration for the platform ChallengePost allows to participate in the competition App4Mi Contest in a free and voluntary manner. The App published on the platform will be considered by the jury for the awards. The winners will be contacted by ChallengePost and asked to submit to the Municipality of Milan, the data necessary for the processing of an award. Only at this stage the Municipality of Milan will take over as owner of the processing of personal data, to which interested parties may contact the purposes of Article 7 of the Code by sending a specific request – also by e-mail app4mi@comune.milano . it – Piazza dellaScala, 2, Milan and request access to personal data relating to them, to request correction, updating and cancellation if incomplete, incorrect or collected in violation of the law, and to oppose their treatment.

At the request of concerned winners, data relevant and not excessive in relation to the objectives pursued, will be published on the website of the event and the City of Milan.
The personal data of the winners will not be disclosed to third parties, with the possibility to communicate them to the sponsors under proxy or the owners for purposes which are compatible with the event. Where necessary, for the same purposes, data may be known by persons suitably identified and designated as responsible for the treatment, for tasks such as technical or organizational services related to the competition.
