Non-development - Planning

Hi everybody!
I think to have a nice idea for the development of an app. The thing is, I have no idea how to make it real. My question is: is it possible to submit just the the idea (complete with plan,schemes, logos, possible screenshots, use, etc)?
Or: is there somebody able to develop apps with no idea on what to submit who wants to join forces? in case of the latter pls write at franfef@hotmail.com. (also italian!)
